Statement on Promoting Inclusive Education Systems in Europe

Miguel Ángel Cabra de Luna, leader of the incluD-ed network and representative of Fundación ONCE, spoke at the closing ceremony of the Conference on Inclusive Education and Disability in Europe that took place on 9 April at the European Parliament. He shared incluD-ed’s statement on promoting the development of inclusive education systems within the European Union. This is a key, short and concise document on inclusive Education in Europe that we hope will be considered in the coming European legislature.
The statement underlined that high levels of employment, productivity and social cohesion – priorities of the Europe 2020 growth strategy – cannot be achieved without establishing inclusive education systems.
incluD-ed bases this statement on:
- the European Charter of Fundamental Rights as regards Articles 21 and 26 on persons with disabilities; and
- the United Nations Convention on the Rights of Persons with Disabilities, signed by the European Union and its Member States, particularly Article No. 24 on Education.
The statement was made with a view to the upcoming EU Parliament’s elections in May 2014. It came as a relevant conclusion and one of the highlights of the event.
